How does Public Service Motivation Affect Change-oriented Organizational Citizen Behavior? The Mediating Role of Job Crafting and Moderating Role Transformational Leadership

公务员公共服务动机何以影响其变革行为?——工作重塑的中介作用和变革型领导的调节作用

  

Abstract:

It is an important part of building a high-quality cadre team in the new era to effectively motivate civil servants to be brave in reform and innovation and to take responsibility. Based on the resource conservation theory, the study empirically examines the influence mechanism and boundary conditions of public service motivation affecting change-oriented organizational citizen behavior (COOCB), taking 209 civil servants in Fujian Province as samples through a two-stage questionnaire. The results show that public service motivation of civil servants significantly enhances their COOCB. Job crafting, as a resource-building strategy, plays a full mediating role in the above relationship. Transformational leadership plays the role of “resource caravan passageways” and positively moderates the mediating effect of job crafting. Specifically, in the context of high transformational leadership, the mediating effect of public service motivation on COOCB through job crafting is significantly enhanced, while in the context of low transformational leadership, the mediating effect is not significant. The study expands and deepens the relevant literature on the public service motivation and COOCB of civil servants, provides enlightenment for the application of resource conservation theory in the public sector, and also gives important reference value for promoting the scientific management of cadres under the background of the new era.

摘要:

有效激励公务员勇于改革创新、担当作为是新时代建设高素质干部队伍的重要内容。本文以福建省209名公务员的两阶段调查问卷为样本,基于资源保存理论视角,实证检验了公共服务动机影响公务员变革行为的作用机制和边界条件。研究发现,公务员的公共服务动机显著促进了其变革行为,工作重塑作为一种资源构建策略在这一过程中发挥着完全中介的作用;变革型领导则扮演了 “资源阵列通道”的角色,能够正向调节工作重塑的中介效应,即在高变革型领导的情境下,公共服务动机通过工作重塑影响变革行为的中介效应得到显著增强,而在低变革型领导的情境下上述中介效应不显著。本研究拓展和深化了公务员公共服务动机及其变革行为的相关文献,为资源保存理论在公共部门的运用提供了启示,同时也对新时代背景下推进干部队伍管理的科学化具有重要参考价值。
