Interest Coupling, Common Action and Sentimental Resonance: The Three-Phase Path for A Social Organization to Build a Community of Local Governance

利益耦合、 共同行动与情感共鸣:社会组织建构社区治理共同体的三阶路径

  

Abstract:

How can social organizations build a community of local governance? Mining a typical case, a three-phase path can be concluded, in which social organizations build a community of local governance from bottom to top. The first phase: Interest coupling. Re-organize scattered actors, and an interest community of local governance is integrated. The second phase: Common action. Break through the collective action dilemma, and an action community of local governance is constructed. The third phase: Sentimental resonance. Recover the declined community publicity, and a sentiment community is made. By comparison, this path differs from the "top-down" local governance community building path led by party and government forces in terms of organizational structure, linkage mechanism, operational mechanism, governance effectiveness, due to the different core resources possessed by key actors.

摘要:

社会组织如何实现社区治理共同体的建构? 依托个案挖掘,可以归纳出社会组织 “自下而上”建构社区治理共同体的三阶路径:第一阶———利益耦合,零散治理主体再组织,构建 “人人有责”的利益共同体;第二阶———共同行动,突破集体行动困境,构建 “人人尽责”的行动共同体;第三阶———情感共鸣,找回 “公共性”,构建 “人人享有”的情感共同体。通过比较,该路径与党政力量主导的 “自上而下”的社区治理共同体建构路径由于关键行动者所具备的核心资源不同,在组织结构、联结策略、运行机制、治理效果等维度上的表现均存在差异。
