公共部门公职人员绩效考评政治知觉初探

摘要: 绩效考评政治知觉是被考评者对于绩效考评过程中主体间关系的政治性考量、政治性行为以及组织相关要素对其考评结果及其利益回报影响程度的感知,是考评相关主体对绩效考评的操纵和干预行为的一种重要反映。本研究采用描述式情境量表测量珠三角地区公共部门公职人员在绩效考评过程中的政治知觉,结果发现,受访者对其中一些情境的感知程度相对较高,并且判断趋于一致,而对另一些情境则相反;不同年龄、不同职级的受访者对一些考评政治的感知程度有显著差异;在剔除感知程度偏弱的四个情境之后,通过探索性因子分析可以将保留的情境分为 “科层”“体系”“互动”三组聚类,表明在公共部门绩效考评过程中,考评结果有可能因跨越层级的部门间关系、维持部门体系内部状态、上下级部门间直接互动等原因而发生改变。

Abstract: Appraisee’s Perception of Appraisal Politics (APAP) is the certain appraisee’s perception of political considerations, political behaviors and related organizational attributes’ influence on the appraisal result and benefits in the inter-subject relationships, constituting an important reflection intentional manipulation and intervention of performance appraisal. This paper utilizes descriptive scenario scale to measure the APAP in the public institutes of Pearl River Delta area. The result shows that interviewees have highly sensitive perception degrees of APAP to some of listed scenarios, with strong inclination of consistencies, but some others are opposite. Furthermore, interviewees at different ages and of different administrative rankings have significant divisions in terms of perception degrees of APAP. After excluding 4 scenarios of weakly perceived degree of APAP, the reserved 16 scenarios can be sub-grouped into 3 categories by explorative factor analysis: "Hierarchy", "System" and "Interaction", indicating that different rationales such as inter-agency relationship crossing hierarchies, internal systematical maintenances and direct superior-subordinate interactions could cause the changes of appraisal results.
