The Different Impacts of Leadership Style on Public Service Motivation in the Public Sector: A Test of Meta-analysis

Abstract:

Traditional empirical methods have not reached a consensus on the relationship between leadership style and public service motivation in the public sector. This study used meta-analytic techniques to analyze domestic and international empirical studies on this relationship and obtained 95 effect sizes with a total sample size of 381,698. The results showed that servant leadership has the greatest effect on public service motivation among public employees in the public sector, followed by ethical leadership, transformational leadership, and transactional leadership in decreasing order. Data collection strategy was found to be a factor that interfered with the estimated relationship between leadership style and public service motivation, although this was not universal. Estimates of this relationship also varied across cultural backgrounds. However, the current variation in public service motivation scales did not significantly affect the estimates of the relationship between leadership style and public service motivation. Similarly, the source of the MPA student sample did not significantly affect these estimates.

利用传统实证研究方法对公共部门中的领导风格与公共服务动机的关系强度的研究,至今尚未得出一致结论。利用元分析技术,纳入公共部门中的领导风格与公共服务动机关系的国内外实证研究,共获得95个效应值,总样本量381698个。研究发现,公共部门中的服务型领导对公职人员公共服务动机的影响最大,而道德型领导、变革型领导、交易型领导对公共服务动机的影响依次递减。数据搜集策略是干扰领导风格与公共服务动机关系估计的因素,不过并不普遍。领导风格与公共服务动机的关系估计也因不同文化背景而异。然而,尽管公共服务动机目前的量表不一,但是测量工具并不会显著影响领导风格与公共服务动机的关系估计;同样地,MPA学生样本来源也不会对两者的关系估计产生显著影响。
