    Central–local relations are a matter of great importance to developmentalists because they highlight an intriguing puzzle in public administration especially in large states: how policies decided at higher echelons of the formal system can possibly be implemented by the multitude of intermediary and local actors across the system. In the case of China—the most populous nation in the world, the contrast between the authoritarian facade of the Chinese regime and yet the proliferation of implementation gaps over many policy arenas adds additional complexity to the puzzle. This article reviews changes in central–local relations in the 60 years of history of People’s Republic of China (PRC) as the outcome of four co-evolving processes, and clarifies the roles of each process: state building and national integration, development efficiency, career advancement and external influences. It points out the continuous pre-dominance of administrative decentralization from 1950s to present time, and the new emphasis on institutionalized power sharing in the context of new state-market boundaries since 1980s. In conclusion, the article suggests going beyond the traditional reliance on the compliance model to understand central–local interactions and the abundant implementation gaps in a context of central–local co-agency. Besides, it needs to adopt “rule of law” to deal with the central-local relations, thereby improving policy implementation.

    Drawing from the organizational theory,this study builds an analytical frame work for the data-sharing dilemma and conducts an analysis of the Big Data Bureau of J.City and Big Data Center of W.city.This study finds that the fragmentation of data-providing departments and the divergence of the data standard,data security,and risk avoidance,and other sharing dilemmas have different impacts on the two agencies of data governance.This is because the transaction costs between the two organizational structures varies in various institutional contexts such as the cost of data sharing,the capacity of accountability,agency benefits,and internal incentives are different for the two agencies of data governance.Dynamic changes in transaction costs lead to different results of data sharing.As a result,the policy suggestions are put forward from the perspective of organization structure and institution to enhance data sharing across government agencies.

    The wave of conjoint experiment research has been rising in top-tier international public administration journals, tapping the great application potential of conjoint experiments. However, domestic public administration scholars pay little attention to the conjoint experimental method. The lack of application of the conjoint experiment restricts its promotion and dampens disciplinary communication and cooperation internationally. This study conducts a descriptive literature review of 62 conjoint experimental studies published in the mainstream public administration journals, revealing their publication trends, topics of interest, content characteristics, authors' region affiliation, and technical details. Subsequently, this study introduces the rationale and characteristics of conjoint experiment, as well as its application conditions related to the type of dependent variable and the numbers and levels of independent variable. Next, this study demonstrates the execution of conjoint experiments in R language through two examples. In the end, this study offers insights into the application prospect of conjoint experiments in public administration.

    Drawn on the content analysis of over 600 local cadre evaluation regulations and statistical analysis of the career movement of prefectural-level leaders between 2003 and 2010, this paper examines the effect of economic performance, personal connection, and performance in social policy areas and social stability on local leaders’ promotion probability and speed. It shows that: first, for municipal party chiefs and mayors, economic performance is not associated with the promotion probability or speed; second, whereas for municipal party chiefs, the level of localities’ wealth and personal connection is positively associated with promotion probability, for mayors, age and performance in social policy areas matters more; third, performance in maintaining social stability does not affect the promotion prospect but delay career advancement for both municipal party chiefs and mayors. In addition to temporal and spatial variation, this paper also finds that evaluation criteria and political incentive structure for municipal party chiefs and mayors are different.
