    An Evaluation Framework for Urban Safety Resilience in the Context of New Security Pattern: Exploration and Construction#br#

    As a new paradigm of urban development, safety resilient city is an important dynamic field to accelerate the modernization of China's system and capacity for security. Under the strategic guidance of "ensuring a new development pattern with a new security pattern", the practical demand for evaluating urban safety resilience is becoming increasingly urgent. However, the existing evaluation systems for urban resilience and urban safety resilience in China cannot meet the current needs for evaluating urban safety resilience due to relatively insufficient theoretical research and low fit between indicator design and actual conditions. Based on the new development stage, this paper proposes a three-dimensional resilience perspective and constructs a forward-looking, guiding, and directional evaluation framework for urban safety resilience. It emphasizes that the evaluation of structural resilience should focus on the system of centralized and unified leadership of the CPC and the system of multi-subject collaborative governance; the evaluation of functional resilience should focus on mechanisms of coordinating development and security, integration of engineering projects and non-engineering measures, conversion from conventional governance to emergency management, informational correction and organizational learning; the evaluation of guaranteed resilience should focus on the optimization of resource allocation, the empowerment of digital technology and the guarantee of law regulations. This framework is intended to provide theoretical bases and management tools for the evaluation of safety resilient city, which is conducive to the security for high-quality development and achieve the safety and transformation of economic and social development.

    Interest Coupling, Common Action and Sentimental Resonance: The Three-Phase Path for A Social Organization to Build a Community of Local Governance

    How can social organizations build a community of local governance? Mining a typical case, a three-phase path can be concluded, in which social organizations build a community of local governance from bottom to top. The first phase: Interest coupling. Re-organize scattered actors, and an interest community of local governance is integrated. The second phase: Common action. Break through the collective action dilemma, and an action community of local governance is constructed. The third phase: Sentimental resonance. Recover the declined community publicity, and a sentiment community is made. By comparison, this path differs from the "top-down" local governance community building path led by party and government forces in terms of organizational structure, linkage mechanism, operational mechanism, governance effectiveness, due to the different core resources possessed by key actors.

    Policy implementation fluctuation is a common phenomenon in local government. Existing studies have explained this phenomenon based on the perspective of institutional environment and section operations, but few to analyze how the changes of implementation pressure at the policy-making level affect the policy implementation. Opening this black box can help to understand policy implementation fluctuation at a deeper level. This paper takes the “physical fitness testing” reform implemented by the General Administration of Sports of China in 2019-2020 as an example, to analyze the process and mechanisms of the fluctuation at different reform stages. The study finds that policy makers shaped implementation situations with different pressure intensities through the mechanisms of mobilization, administrative control and social absorption. And implementers strategically implemented policies with self-interest motives, political tasks and policy goals as the guides of action. Further analysis reveals that: (1)Conflicting goals, insufficient incentives and constraints, as well as competition among local governments lead to negative policy implementation; (2)Under the strong incentive and hard constraint of “one-vote veto”, the unconventional means to accomplish political tasks and avoid accountability risks lead to campaign implementation; (3)Public opinion corrects the campaign-style implementation by reconciling the pressure intensity, and lead the policy to normal implementation. The above findings provide a new perspective for deciphering the deep logic of policy implementation fluctuations and throw light on the effective measures of policy implementation.

    Course, Logic and Efficiency: An Analysis of Institutional Changes in China's Fiscal Decentralization

    Among the many explanations for China's rapid economic growth, fiscal decentralization, a institutional factor, has received long-term attention from academia since the late 1980s. How to objectively understand the institutional changes of fiscal decentralization in China? It is undoubtedly of great significance to sort out the issues of "what" and "how" about this system. This paper draws on the research paradigm of Historical Institutionalism and based on China's fiscal system itself to explore the institutional changes of fiscal decentralization in China. The findings are as follows, China's fiscal decentralization can be divided into four stages: the decentralization reform stage (1949-1978), the decentralization and concession reform stage (1979-1993), the tax distribution reform stage (1994-2012), and the modern fiscal and tax system reform stage (2013-present); China's fiscal decentralization has the legitimacy of institutional generation, and also exhibits the integrity of path dependence, the stability of fractured equilibrium, and the inclusiveness of gradual transformation; the localization of interests promoted by China's fiscal decentralization has shown significant positive incentives in supporting national governance, achieving common prosperity, improving social security, and coping with public crises. At the same time, we should also see the moral hazard problems induced by the localization of interests, especially the frequent occurrence of resource mismatch and waste caused by information asymmetry and insufficient capacity, as well as the negative impact of improper fiscal competition that has made intergovernmental collaboration and regulation more difficult. This paper provides an analytical framework for institutional change from the perspective of change process, change logic to institutional effectiveness, which provides ideas and enlightenment for interpreting the evolution of central and local fiscal relations and rationalizing China's fiscal system in the new era.

    On the Qualitative Behavior and Governance Path of Self Preferential Treatment

    Self preferential treatment is a behavior that undermines the competitive order of adjacent markets by implementing self interest behavior on a platform that combines scale and dual identity. The core manifestation of self preferential behavior is self-interest, and it was not until the era of the platform economy that it was first deemed illegal, which is a representative issue in the development of the platform economy. In terms of behavior patterns and competitive effects, self preferential treatment is a typical monopolistic behavior. However, after comparing multiple categories of abusive behavior one by one, it is found that there are obvious shortcomings in the application of antitrust laws. Major jurisdictions such as the European Union and the United States have attempted to form a new deterrent against internet platforms through a series of reports and legislation. On the one hand, these legislative measures demonstrate the shortcomings of existing anti monopoly law regulatory schemes. On the other hand, there is still controversy over whether these reports and legislation can solve the current regulatory dilemma of self preferential treatment. This article believes that the current regulation of self preferential treatment should be comprehensively governed by combining industry regulatory measures on the basis of fully utilizing the analytical framework of antitrust law.

    Structure, Mobilization Mechanism of Drop-shaped Organization and Enlightenment for Platform Governance: A Case Study on the Online Fandom in Entertainment Industry

    The government of PRC has taken clearing down the chaotic phenomena in the fandoms as one of priorities in the internet regulation because the activities of online fandoms generate numerous negative effects. The online fandoms, as a new type of social organization with more and more remarkable influence indicates their powerful mobilization. The online fans community organization, differing from three types of organizations argued by scholars, such as bureaucracy, network, and concentric circle organization, presents distinctive characteristics both in organizational structure and mobilization mechanism: the explicit organization purpose and incentive mechanism with the flexible group boundaries; as an single-power central organization with the characteristics of horizontal transmission by network connections; mobilized the members by emotion while the social relations of them being weak. In the article, we figure the fandoms as the “drop-shaped” organization in which demonstrates the interactions among different kinds of members in the organization. The core members and ones at the middle-level of the online fandoms, driven by the rational calculation of interests, play the roles as the mobilizers by inspiring the multiple emotional demands from the normal fans. The commercial capitals, especially those from the giant internet companies, regard operating the fandoms as one of tools for profit. What else we need to pay attention to is that the members at the middle-level are divergent in pursuing diverse interests, which can help us to understand why some of them may play a role contrary to the wills of the idols. Finally, the article also sheds light on the governance for platform since the platform is not only the object of the governance as the manipulator of the chaotic phenomena in the fandoms, but it can play the role of the autonomous tool for governance.

    Performance Measurement of Government Service from the Perspective of Public Value: Based on User Experience Evaluation of 10 Counties in A City

    How to measure the level of government service performance from the public and social perspectives is a hot topic of academic concern and discussion. This paper concretizes the public value in the field of China, puts forward the public value system of government service performance evaluation, and constructs the index system of government service performance measurement from the dimensions of mission, tool and equity value. This paper introduces user experience evaluation in the field of psychology and marketing, and organizes the investigator to simulate the identity of an official to conduct on-line and off-line user experience and empirical analysis on the government service performance of 10 counties in A city. The study found that the local government in the process of government service construction has low transparency, digital transition lag, response feedback poor effectiveness and other obvious problems, the reform pay more attention to the value of tools such as“Efficiency” and“Technology”, while the value of rights and interests such as“Response” and“Convenience” are weakened. This paper constructs the government service performance measurement index system from the perspective of public value, which is expected to provide theoretical basis and evaluation criteria for government service construction. This paper introduces user experience evaluation into the field of government service, in order to observe the real performance of government service from the perspective of public and social demand. Through first-hand data analysis, help enhance the accuracy and authenticity of the evaluation. In this sense, it provides a new attempt for government service performance evaluation.

    This article focuses on the policy representation of Chinese government. It endeavors to examine the way Chinese government responds to the Public from the perspective of attention allocation. To do so, we drawn data from China's State Council Gazette (2011-2020) and built a dataset consisted of 21 policy topics. The analysis shows that: a) The government is significantly more responsive on issues associated with the Public's livelihood (such as health, education, community and housing) than on other issues. b) There is a lagged effect in the policy response to the public concerns on the agricultural issues. c) There are both spillover effect and trade-off effect regarding to the government's attention allocation. These findings are consistent with the previous scholars’ research and enrich the research of policy representation in China from an attention allocation perspective.

    Does Vertical Environmental Supervision Improve Corporate ESG Performance?—Evidence from the Central Environmental Protection Inspection#br#

    With China??s emphasis on sustainable development, the central government has continuously introduced innovative environmental protection policies in an effort to address the currentenvironmental governance dilemma of local governments. This paper takes the central environmental protection inspection policy, which is very characteristic of China??s environmental governance,as a quasi-natural experiment. Based on the data of listed firms in the Shanghai and Shenzhen stock markets from 2012 to 2018, we analyze the impact of central environmental protection supervision on the environmental, social, a multi-period difference-in-differences model is used to analyze the impact of vertical environmental regulation on corporate environmental, social and governance (ESG) performance. It is found that the central environmental protection inspection policy significantly improves corporate ESG performance, with government environmental governance and corporate green technology innovation as potential channels, and media attention and analyst attention can increase the positive impact of the policy on corporate ESG performance. In addition, the positive effect of central environmental protection supervision on corporate ESG performance is more pronounced in firms that are prone to “government-business collusion”, have lower financing constraints,and the latter four batches of inspection. This paper not only enriches the research on the micro impact of vertical environmental regulation on enterprises, but also expands the research on the factors influencing corporate ESG performance, which is is of great significance in exploring the driving force behind the corporate ESG performance and promoting sustainable development.

    Guided by the strategic goal of accelerating the construction of a strong science and technology(S&T)country, enhancing the overall effectiveness of the national innovation system(OENIS)has become one of the main concerns in the development of China's S&T innovation. This study presents the idea connotation of the OENIS from the meaning of effectiveness and overall effectiveness, based on the era background of Chinese path to modernization the theory of the national innovation system. And this study constructs an analytical framework for the OENIS from three dimensions: subject effectiveness, institutional effect, and spatial utility. Then proposes practical insights from three aspects: enhancing the benefits and capabilities of diversified innovation entities, stimulating the institutional effect of scientific and technological innovation, and enhancing the spatial utility of innovation fields. This work is highly valuable as it highlights the need of improving the OENIS in light of China's modernization strategy and offers theoretical justifications for achieving high-level scientific and technological self-reliance and constructing a robust scientific and technological nation.

    The technological benefits of algorithms support the modernisation of governmental governance systems and governance capacities in the context of today’s complex social governance requirements and decision-making environment, while also gradually pushing system-level bureaucracies toward algorithm-level bureaucracies. However, the government governance algorithmization is vulnerable to issues like rights relief and decision-making understanding difficulties, power agency and subject responsibility blurring, fairness principles, and democratic process regression due to the limitations of algorithms in the dimensions of technology, power, and society. Therefore, it is necessary to standardize the process of government governance algorithmization from the perspective of management to ensure responsible algorithmization; and from the legal perspective, the responsibilities of relevant subjects of government governance algorithmization should be clarified to ensure the algorithmic accountability; from the cultural perspective, we should strengthen ethical education and technical education, improve the public's algorithm virtue and quality, and jointly standardize the process of government governance algorithmization.

On one hand, "Integrated Governance of the Three Realms" contributes to achieving the goals of a diverse, vibrant, and stable grassroots society and to effectively addressing the six fundamental contradictions in grassroots social governance. On the other hand, the it provides an effective framework for grassroots social governance, and also points to ten major agendas for reconstructing grassroots society in the future.     Great achievements have been made in the public service system, high-quality employment, high-quality education system, the construction of a social security system, the construction of a healthy China, the social assistance system, housing conditions for urban and rural residents, and the quality of urban and rural community services. The report of the 20th National Congress of the Communist Party of China pointed out that the great rejuvenation of the Chinese nation will be comprehensively promoted with Chinese-style modernization, which provides the fundamental direction for the development of public services. The essential requirement of Chinese-style modernization points out that public service should always maintain the "people's character", and also points out the content and goal of public service work, that is, to improve the public service system that meets the people's yearning for a better life.     Melodramatic Persuasion: The Combination and Its Effectiveness of Street-level Bureaucrats’ Law enforcement Strategies

    This study focuses on how street-level bureaucrats strategize to address the contentious and uncertain nature of law enforcement. Existing research predominantly analyzes this from perspectives of power, behavior, and context, seldom uncovering the psychological mechanisms underlying the transition from resistance to compliance among those being regulated. Approaching from a psychological standpoint and grounded in Hovland’s persuasion theory, this study introduces a “Melodramatic Persuasion Model” for street-level bureaucrats. It does so through participatory observations of the persuasion tactics—encompassing scenarios, behaviors, and discourse—employed by urban management officials on Y Subdistrict in X City towards vendors obstructing the way. The findings reveal that street-level bureaucrats persuade those they regulate by adopting roles, alternating dialogues, and changing scenes; the shift from resistance to compliance is driven sequentially by information learning, congruency mechanisms, emotional transfer, and counterarguing mechanisms. This psychological transformation mechanism is particularly evident in the behaviors of socially disadvantaged groups within open street environments. It highlights the "patience capital" that street-level bureaucrats accumulate through experience, especially in situations characterized by "short-term confrontations" and "mutual awareness." Additionally, it challenges the assumption of homogeneity within street-level bureaucracies, revealing differences based on role (service or regulation), gender (male or female), rank (high or low), and context (new or familiar). The study's findings reflect the adaptive process of discretionary motivation in the enforcement strategies and combinations used by street-level bureaucrats. Furthermore, it provides a "people-centered" psychological reference model to enhance the effectiveness of grassroots law enforcement.

    How Does the Public Perceive the Performance of Public Sectors?——Evidence From Two Large-Scale Replication Experiments

    The performance of public sectors has been a long-term focus of public management research. This study replicates Hvidman's experiments (2019) and conducts two experiments in China. Experiment 1 uses an investment fund providing financing services for small and medium-sized enterprises as an experimental scenario. It explores how organizational attributes (public/private) affect the public's evaluation of overall organizational performance and the moderating effect of individuals’ preexisting beliefs about the public sectors. This survey obtains 2103 valid samples. Experiment 2 takes in-home elderly care services as the experimental scenario. It examines how respondents rate a public in-home elderly care provider (compared with a private provider) on multiple performance dimensions (effectiveness, red tape, cost containment, user orientation, fairness, equity). A total of 2131 valid samples are obtained. The results show that both the public and private attributes of the organization and individual public organizational beliefs do not affect the perceived performance of the public. There is no significant difference in multi-dimensional performance perceptions between the public and private organizations. Through this replication experiments, it is found that the experimental results have strong situational dependence in different contexts in China and the West, and the boundaries of theory need to be explored.

    Can Government Transparency Promote the Improvement of Government Services: Threshold Regression Analysis Based on Panel Data of Chinese Cities--Take the Government's Enterprise Services for Example

    The empirical research on the relationship between government transparency and government service level in China is an important research blank. Therefore, this study takes the information asymmetry caused by principal-agent relationship as the entry point, combines the theories of integrity of government and discretion of local government in the Context of China, and proposed the hypothesis of the influence characteristics of government transparency on the improvement of government services under different conditions. Then, taking enterprise services of local governments as an example, panel data of 292 Cities in China from 2017 to 2019 are used as research data, and econometric models such as panel data regression and threshold regression are used to explore the impact of government transparency on government service level and the threshold effect of government transparency, government integrity and local government autonomy. The results of empirical analysis show that the improvement of government transparency significantly promotes the improvement of government service level; In the areas with high degree of government transparency, integrity and local government autonomy, this promotion effect is more obvious; the reverse is less obvious. At the same time, the above conclusions are always valid in the eastern region; In the central region, the threshold effect of government autonomy is still obvious, the threshold effect of transparency is not obvious, but the threshold effect of integrity is different. When the autonomy of government in northeast China is low, the result is contrary to the hypothesis, neither the effect of transparency nor integrity is obvious. In the western region, the threshold effect of transparency, integrity and autonomy is not obvious. Therefore, it can be speculated that under the background of the reform of "delegating regulation and providing services", the improvement of local government service level has reached a certain height, and the further optimization of services has put forward higher requirements for the governance and innovation capabilities of local governments. The government transparency construction, anti-corruption and decentralization measures can only play a supporting role.

    The Motivation and Behavior of Cadres’ “Taking Responsibilities and Actions” in Swift Response to Public Complaints and Their Correlation Patterns

    Being able to take responsibilities and actions is a requirement for the political character and job performance of cadres in the new era. It plays a key role in ensuring work effectiveness and governance efficiency in the context of handling public complaints and suggestions. This study conducted semi-structured interviews with 25 cadres in Beijing to extract the types of motivation and dimensions of behavior exhibited in the practices of “taking responsibilities and actions”. The results revealed that the motivations of cadres fell into five categories: pressure-driven, instrumental-driven, identification-based, mission-oriented, and immersive-oriented. These motivations formed a sequence of progressively increasing autonomy. The behaviors driven by these motivations encompassed four dimensions: work positioning, work style, work methods, and work innovation. Each dimension involved actions at two construal levels: high and low. Furthermore, as the motivations transitioned from controlled to autonomous, cadres exhibited a shift in their actions from low to high construal levels across all four behavioral dimensions. This study provides a refined understanding of motivation types and behavior dimensions related to “taking responsibilities and actions”, highlighting their interrelationship and offering valuable insights for the future cultivation and selection of cadres.

    Policy adjustment in crisis situations involves multidimensional changes in policy system elements.Previous studies have tended to focus on the overall relationship between crises and policy trends, neglecting to observe the fluctuations of policy system elements triggered by crises.This study draws on policy paradigm theory to extract observational elements, selecting environmental emergencies occurring between 2011 and 2020 for empirical research. Utilizing web crawlers to assemble a database of provincial ecological and environmental department policies, and employing supervised machine learning algorithms for automated coding, the study comparing the adjustments of policy system elements between normal and crisis periods based on statistical results. The results demonstrate that crisis events propel more substantial modifications in policy scale and instruments compared to normal conditions, with the magnitude of adjustments escalating in accordance with the severity of the crisis events. Nevertheless, policy objective adaptations predominantly manifest as dynamic fine-tuning of focal tasks, while crisis events do not incite policy objective adjustments surpassing conventional levels. The non-congruent shifts within the policy system can be encapsulated as "differentiated adaptation," underscoring the persistent tension and sequential metamorphosis between "change" and "stability" in policy systems under crisis circumstances. This offers a theoretical foundation for decoding the practicality of policies in effective risk management, and aids policymakers in focusing on balancing endogenous stability with exogenous conflicts, thereby promoting the maintenance of flexible adaptation and robust operation in policy implementation.

    In the process of promoting ecological civilization construction and implementing resource environmental protection,whether bottom-up social feedback plays an important role,and how local governments respond to public environmental appeals has attracted much attention. Based on provincial panel data from 2011 to 2020,the paper explores the impact of environmental social feedback on regional pollution emission,and constructs a "signal-constraint-response" model to further investigate why local governments respond differently to heterogeneous social feedback. This paper found that pollutant emissions in various regions showed a downward trend year by year,and social feedback was negatively correlated with regional pollutant emissions,that is,environmental social feedback can release certain signals and pressures to urge government responses. The subdivision of social feedback and governance tasks revealed that when local governments respond to environmental social feedback,they prefer to respond to strong-signal social feedback with outstanding signal effects,and to respond to explicit performance tasks with outstanding performance characteristics. Further analysis found that due to the scarcity of attention resources,and the resulting competition and allocation of attention,the differential response of local governments is a rational choice after comprehensive consideration. We believes that in order to improve the performance of environmental governance,government departments should further balance their response to different types of social feedback,balance the explicit performance and implicit performance governance in the field of environmental governance,and give full play to the coordination effect of environmental participation and government regulation.The research provides an important reference for understanding the social feedback performance and the form of government response from the perspective of environmental governance,and also makes certain contributions to the research Chinese environmental governance system.

    To construct a modern national governance system is an important task of reform in the new era. The logic of institutional reform in the new era has therefore shown a shift from functional transformation to modernization of the national governance system, bearing the core characteristics of “systematization”. There are four typical approaches, consisting of function integration,function division, horizontal coordination, and vertical coordination. Organizational changes led by the CPC account for the systematic institutional reform in new era. Via self-reform, organization expansion and capacity strengthening, the CPC designs the reform plan, reorganizes the reform system and implements the reform steps. As a result, the system reform is led by the national institution building process, the government reform is propelled by the reform of the party, and the administrative system reform is boosted by government sector reform. Therefore, to a certain extent, the systematic reform in new era transcends the “triple substitution” dilemma of past reform practice.However, the institutional reform still has a long way to go before realizing a modernized government as an effective system. In the future, it is necessary to furtherly clarify two relationships, one is among
    government, market and society, and the other is between central and local government, and refine the reform procedures and measures based on the principles of modern rational government system.

    Exploring the different modes of policy implementation is of great significance for understanding the policy process and China's 
    governance system. Existing research has found that policy attributes, hierarchies and institutional environments are important factors leading to different modes of policy implementation. This paper integrates the two key variables of institutional coupling and situational incentive to construct a theoretical analysis framework, and then divides the policy implementation modes into four execution modes of competitive innovation, administrative utilization, symbolic leadership, and conflict adjustment, in order to open the process "black box" of the different policy implementation modes.  Through the multi-case comparative study of different party and government departments, townships and streets in L City which is to general establish legal counsel system, the theoretical presupposition is verified in this paper. At the same time, this paper finds that as the "sinking" of superior policies impacts the governance field of local governments, the two key influencing factors, institutional coupling and situational incentive, shape the response process and behavior pattern of stripe department and block department within local governments, through the dynamic mechanism of legitimacy recognition and political-economic incentive under the dual logic of legitimacy and rationality. The typification of different policy implementation modes not only expands the research related to the differentiated models of policy implementation, but also expands the research related to the organizational behavioral logic.

    Policy Effects and Impact Mechanisms of China's Routine Land Supervision on Local Governments’ Land Transaction: A Quasi-experimental Study based on the Perspective of Routine Land Supervision#br#

    The land supervision institution, a significant institutional innovation in land management, regulates local government land concessions by tightening institutional restrictions on land usage, so as to limit the scope of land transaction. Taking the routine land supervision institution as a quasi-natural experiment as well as using a multi-period DID method with panel data from 281 prefecture-level cities in China, this study empirically explores the long-term and short-term restraining impacts of routine land supervision institution on the amount of land transaction by local governments and the corresponding impact mechanisms. The empirical findings demonstrate: (1) that land supervision institution can significantly reduce the extent of land transaction, and that this conclusion is highly robust;(2) the suppressive effect of routine land supervision on the scale of land transaction has a long-term sustainable effect; (3) the routine land supervision is to enhance the advanced level of industrial structure, thus eliminating the scale of local government land transaction; (4) routine land supervision has a significant resident effect, with the scale of land transaction in the residential areas of the land Inspectorate significantly reduced compared to non-resident areas; (5) there is regional heterogeneity in the inhibitory effect of routine land inspectors, with the strongest policy effect in the eastern region, followed by the central region, and no effect in the western region. Finally, this study proposes policy recommendations such as increasing the implementation of routine land supervision institution, promoting the coordination between routine land supervision institution policies and industrial policies, strengthening the power and functions of land inspector bureaus, and focusing on regional differences in the effects of routine land supervision institution.

    Can Campaign-Style Enforcement Lead to Sustainable Public Participation? Evidence From Public Participation in the Central Inspection on Ecological and Environmental Protection

    In the campaign-style enforcement, in addition to mobilizing local governments directly, the central government often mobilizes public participation, exerting pressure on local governments from above and below. Promoting sustainable public participation will be of great benefit to maintain the incentives for local governments and the achievements of campaign-style enforcement. We first explore how campaign-style enforcement affects public participation in the time dimension from a theoretical perspective: in the short term, campaign governance makes public participation possible by opening up political opportunities and promotes public participation by responding to their demands; however, the decline of public attention and the instability of the participation channels will threaten the sustainability of public participation in the long term. Second, we test the above inferences by collecting data on public petitions in two rounds of central inspection on ecological and environmental protection. The results show that: (1) the scale of public participation in the central ecological and environmental inspections tends to expand at the beginning but gradually shrinks, which makes it difficult to maintain long-term stability; (2) economic development factors are the main determinants of public participation compared to environmental pollution. It suggests that public participation in this process may not be motivated by the concerns for environmental protection but rather by demands for various issues of social governance arising from social development. These findings illustrate the dilemmas faced by public participation in campaign-style enforcement when it comes to achieving long-term effectiveness and regularity.

    Confucian classics are the core of Confucian cultural heritage and traditional government ideas, and are also the main carriers of traditional urban management system. The “Rites of Zhou”is the first Confucian classic that described the setup of national institutions and the division of functions systematically and completely. The content of urban management in it can be regarded as the gene of Chinese traditional system of urban management. The system of urban management in this work consisted of two aspects. To maintain the ruling order and national unity, it suggested to administer the urban and rural in different ways, and to establish hierarchical order; to manage urban society and economy development, it proposed to strengthen the management of market and business, set up household registration and the joint guarantee system and restrict population migration, etc. These systems have experienced the continuous development and improvement of the feudal dynasties and gradually became the main body of China's traditional urban management system. Systematically sorting out the system of urban management in the “Rites of Zhou” not only provides a perspective for understanding China's traditional urban management but also provides a solid foundation for building an urban management system rooted in Chinese tradition and meeting the needs of the real development.

What logic should be used to construct the interdisciplinary autonomous knowledge system of emergency management with Chinese characteristics? What are the key elements and challenges of the build process? Based on the analysis of the current situation of the theoretical research and practical application of the interdisciplinary knowledge system of emergency management, this paper puts forward the construction logic of the interdisciplinary knowledge system of emergency management of "scenario response-knowledge integration", and holds that the construction process includes three key points: scenario orientation guides the direction of knowledge sources; Knowledge integration is the essential basis of knowledge structure; Fusion communication is the realistic demand of knowledge communication. Based on the exploration of the interdisciplinary textbook curriculum and teaching software development of emergency management by the team of Beihang University, this paper analyzes the challenges in the construction of the interdisciplinary knowledge system, such as disciplinary differences, knowledge background conflicts, lack of team cooperation mechanism, and lack of talent cultivation ability.     An Analysis of the Validity of Defective Policy Commitments

     Bringing policy commitments into the rule of law is a necessary path to optimizing the business environment, and it is of great significance to analyze the effectiveness of defective policy commitments. A defective policy commitment is one that is unreasonable or imperfect in terms of content or form, thereby calling into question its legal validity. In the face of the “practice” of unlawful policy promises, the judiciary has shifted from deliberate avoidance to recognizing the violation of the law and requiring the government to take ex post facto remedial measures, so that it is appropriate to shift to the application of the “doctrine of diminution of punishment” in the event that the government subsequently penalizes the counterparty who has relied on the unlawful policy promises of the government. In the current jurisprudence, legal norms that regulate the internal relations
    of the government, such as approvals, do not automatically generate policy commitments, whereas meeting minutes, which are in line with the “theory of governmental responsibility” and the “theory of the clarity of rights and obligations”, can automatically generate policy commitments and produce effects between administrative subjects and administrative counterparts. In order to resolve the differences in the understanding of the content of the initial policy commitment and the subsequent changes in the commitment, and to avoid the government??s “arbitrary interpretation” on the grounds of administrative superiority, there is a need to shift from a “public interest-oriented” to an “administrative counterparty interest-oriented” interpretation of the defective policy commitment. There are two views on the validity of oral policy commitments, namely, “denial” and “proof”, while “denial”has become the mainstream view that the written form is a statutory requirement and an inevitable trend in the shift towards the rule of law for policy commitments.

    Tax Incentives, Environmental Policy Mix and Corporate Environmental Performance

    The improvement of enterprise environmental performance is the key content to promote the green development of economy and society. Based on the observation data of resource-based listed companies from 2012 to 2019, this paper studies the effects of tax incentives on corporate environmental performance and the channel mechanism, as well as the combined effects of tax incentives and different types of environmental policies. The conclusions are as follows: (1) Tax incentives can effectively promote the improvement of environmental performance of enterprises, and compared with state-owned resource-based enterprises, tax incentives have a greater promotion effect on the environmental performance of private resource-based enterprises. (2) Tax incentives can drive the improvement of environmental performance by encouraging enterprises to increase R&D investment, but green innovation output does not play a mediating role. (3) Further research on the combination effect of tax incentives and different types of environmental policies shows that the combination effect of tax incentives and market incentive environmental policies and voluntary environmental policies is obvious, and the combination effect of the two kinds of policies is affected by the nature of enterprise property rights. These conclusions provide theoretical enlightenment for scientific design of the combination of tax incentives and environmental policies, optimization of innovation-driven development mode, improvement of enterprise environmental management, and perfection of green development policy system.

    The vitality of a policy lies in its implementation. In the rural society based on "relationship", village cadres with substantial discretion often adopt an informal "relationship governance" model to implement policies, and realize the constraint and incentive of each other's behavior through interpersonal emotional connection and reciprocal obligation. This study takes the grass-roots implementation of the river chief system policy as an example. By introducing the interactive adaptation theory of policy implementation, an executive model including human relationship, individual ability and service motivation is constructed. By using a total of 961 survey data collected by the research group in Jiangsu, Anhui and Shaanxi provinces, the comprehensive impact of relationship governance on the policy implementation ability of village cadres is empirically investigated. The results show that: Relationship governance will lead to the improvement of public acceptance of policies and the reduction of implementers' compliance with policies. Under the joint action of the two forces, there is an "inverted U-shaped" relationship between the degree of relationship governance and the policy implementation ability of village cadres. On the one hand, public leadership can enhance policy implementation, on the other hand, it can buffer the negative impact of relationship governance, and play a positive mediating role in the impact of relationship governance on policy implementation. Public service motivation is the boundary condition to improve public policy implementation. When village cadres have a higher level of public service motivation, the negative impact of relationship governance on policy implementation is weakened. Combined with the special situation of rural social field, this study expands the theory of policy implementation in the Chinese context, and can provide policy reference and theoretical guidance for the grass-roots policy implementation.

    Data-driven network analysis methods provide new perspectives for the understanding of emission reduction synergy. This paper sorts out the historical logic, spatial characteristics and driving factors of China-style modernization regional emission reduction policy synergy from both historical and practical perspectives, in order to provide reference for policy formulation. Different from the existing investigation of the synergy between government departments, this paper constructs an inter-provincial policy network measurement model based on natural language processing, based on big data text analysis to measure the coordination degree of 4988 inter-provincial and regional policies and 275 central policy concerns, introduces social network analysis technology to construct an inter-provincial policy coordination network, and studies the impact of central policy focus on local emission reduction policy coordination. Based on the BERTopic model, it is found that the regional coordinated emission reduction policy has gone through three stages: radiation in key demonstration areas, regional coordinated strategic guidance and national systematic classification policy, and three mechanisms have been formed: differentiated target response, expanded synergy scope and concrete policy content. Applied social network analysis shows that there are 457 emission reduction synergies coexisting among 31 provinces, and the network shows a tight imbalance between the central and eastern parts and the loose imbalance in the western and northern parts of the south. Among them, Beijing, Shanghai and Jiangsu are the core actors, Jilin, Ningxia and Heilongjiang are the marginal actors, and Hubei and Hunan play the role of "bridges"; Finally, based on the secondary assignment procedure of multiple regression, it is found that the higher the attention of the central government, the closer the geographical location, and the greater the gap in economic development level, the more conducive to regional emission reduction coordination. The central government should balance policy concerns, adhere to quantitative targets and structural optimization, and implement policies according to role positioning.

    The ordering of social access to health care is a realistic presentation of hierarchical diagnosis and treatment and a focal goal of the Health China strategy. As an important policy tool to guide the health care behavior of the population, there is a lack of sufficient literature to support the actual effectiveness of the medical insurance differentiated compensation policy and whether there are differences in the types of services. Through empirical tests on CHARLS data, the study finds that: the medical insurance differentiated compensation policy has contributed to rationalization of outpatient attendance behavior and has had a limited impact overall; the structural mismatch between the policy-set health insurance reimbursement rates and the goal of ordering social pattern of health care is an important reason for limiting the effectiveness of the medical insurance differentiated compensation; under specific circumstances, the policy effect is subject to the moderating effect of medical service capacity, and the realization of the policy effect also takes into account the extent to which the reimbursement standard of health insurance matches the service capacity of medical institutions. The conclusions of the study provide a reference for the improvement of the differential compensation policy of health insurance and the realisation of the ordering of the social pattern of medical care.

    The decision-making behavior of local governments is not isolated. Their policy responses are influenced by the actions of surrounding cities, creating complex patterns of policy diffusion across multiple levels of government. The “spatial turn” in policy diffusion research has yielded a valuable spatial perspective on intergovernmental interaction, offering a clearer understanding of local government decision-making processes. This article focuses on ride-hailing regulatory policies in 277 Chinese prefecture-level cities, using spatial econometric models that consider geographic, economic, and administrative distances. The study empirically analyzes the intergovernmental interactive decision-making and spatial diffusion patterns during policy adoption of local government. It is found that a significant positive spatial dependence exits in China’s ride-hailing regulatory policies. Horizontal diffusion reveals that local governments tend to follow cities with similar economic levels and adopt alternative policy content in alignment with cities at the same administrative level. Such decision-making interaction among peer governments amplifies the diffusion effect of top-down coercive mechanisms, while vertical diffusion from different sources exhibits overlapping influences. This article re-examines traditional policy diffusion theories and assumptions from a spatial perspective, contributing to a deeper understanding of local government agenda setting and policy adoption processes.

     The standardization of government services is a key issue in building a service-oriented government that people are satisfied with. By introducing the "structure-mechanism-behavior-interaction" (SMBI) framework and combining the process of standardization reform of government service in S province and N city, this paper compares the different attitudes and practices of provinces, cities, districts and counties in the face of standardization reform, and points out that the differentiated allocation of authority of government service departments is one of the important reasons for the cooperative governance problems in the standardization reform of government service. On this basis, the strong correlation between standardization and performance appraisal mechanism can easily lead to reform becoming a tool for organizations to "self-prove", increasing the burden of grassroots government service departments work and causing contradictions in inter-governmental relations. However, the grassroots officials can take the lead in breaking through the authority of the bureaucracy to seek innovation and flexibility through more contact with the public, and promote the development of service-oriented government. In practice, the standardization of government service has both technical tools and administrative processes. It is necessary to coordinate the contradictions between governments and strengthen the contact between government service departments and the outside world based on the principle of "active complementarity". In the process of analyzing the standardization of government service, this paper adds the influence of meso-structure, mechanism, micro-behavior and interaction on reform, and study the relationship between organizational system design and individual behavior, which is helpful to grasp this political process more truly.

    Organizational reputation is a valuable intangible asset that is pivotal for the government to garner widespread public support and effectively respond to external shocks. Research on organizational reputation, emphasizing the relationship between the government and the public, can provide new ideas for efficient government governance, and has become a cutting-edge field of international public management in recent years. Despite a constant upsurge in research findings on organizational reputation in the public sector over the past decades, most studies merely accentuate reputation mechanisms at the organizational level, neglecting the subjective perception factors of the audience as well as the interactive relationship between the organization and the audience. Consequently, unlike previous reputation reviews that focus on organizational level, this study focuses on the audience for reputation literature review. Firstly, this study reviews Carpenter’s Bureaucratic Reputation Theory, pointing out the main theoretical viewpoints on understanding the reputation of public sector organizations from the perspectives of political science and organizational science. Subsequently, based on the holistic perspective of organization, audience, and interaction between the two, this study systematically analyzes the “construction-reshaping-perception” mechanism of organizational reputation in the public sector. Lastly, the policy implications of organizational reputation theory for public management practices are posited, and three key directions for future research are provided: the construction of organizational reputation within a normalized context, the impact of leaders and interactive relationships on organizational reputation, and the disparity between organizational reputation construction and public reputation perception. This study enriches the organizational reputation theory, and provides reference for reputation management practices and government innovation governance.

While improving the efficiency and transparency of petition, new technologies have an unexpected siege effect on grassroots governments, and insufficient attention has been paid to this problem. This paper takes the case of W Town government setting up the town-level hotline under the petition pressure brought by the mayor's hotline and finally fails as the research object, and takes the actor structure in the application of technology as the logic to deeply reveal the multiple siege of the grass-roots government caused by new technology and the action strategies under such siege. In the unbalanced actor structure, the grass-roots government has to face the responsibility following mechanism of the superior government, the cross-departmental pressure gathering mechanism and the cross-level appeal transmission mechanism of the grass-roots people in the process of petition. Under the effect of these besieged mechanisms, the original space for independent action is greatly squeezed. This may mean a new dilemma for the transformation of grassroots petition governance modernization. This paper theoretically expands the research on grassroots government's petition governance under the background of new technology. The research conclusion provides valuable enlightenment for the deep reflection on the current transformation and modernization of the grassroots governance information

    Along with the collapse of work unit system, the living space, social organization and urban management in China have gone through tremendous changes.  How to explain the connection between resident self-organization and government embeddedness in communities became the key to understand the state-society relation in current China.  Based on participant observation and in-depth interview, this article supplied an extended case study on a six-year long community conflict incident.  From the theoretical perspective of social capital construction, this article analyzed the formation process, expansion mechanisms and institutional limits for community grassroots self-organization. The findings are: the intangible capitals of the state, such as rule of law, facilitated the human capital’s conversion to community social capital, which became the foundation of grassroots self-organization.  The interlocking network based on we-chat groups, the online-offline interaction and the rules of democratic negotiation buttressed the structuration of grassroots self-organization based on bonding and bridging social capital, which thus overcome the vulnerability of self-organization. However, the interactions with residents’ committee and home-owners’ association did not gain the grassroots self-organization power and resources through building linking social capital with the state. This indicates the institutional limits to the sustainable development of grassroots self-organization in current governance structure of communities.

    Wicked problems have emerged as a focal point in policy research, with project-based governance representing a conventional approach to address these issues. Taking the defense of blue sky and clear water in H province as case study, this paper tries to reveal the logic of policy implementation in the project-based governance for wicked problems, and analyzes the generative mechanisms of “compliance-adaptation” implementation, so as to explain how the project system fosters effective governance of such challenges. Through a multi-case analysis, we discover that the project system enhances constraints on means and processes during policy implementation. The interaction between project goals and policy objectives facilitates a two-stage implementation process. We categorize“compliance-adaptation” implementation into four types based on the variables of tool suitability and resource adequacy. The double-edged sword effect, along with institutional arrangements, elucidates the generative mechanisms of “compliance-adaptation” implementation. While the project system addresses dilemmas associated with wicked problems—such as insufficient information, resources, and motivation—it also introduces challenges like adaptability risks, project fragmentation, and structural resource shortages, which may undermine the overall effectiveness of governance. Effective adaptive implementation, aimed at achieving policy objectives, relies on specific institutional arrangements. The “compliance-adaptation” implementation reveals the complexity theory implication within the project-based governance for wicked problems.

    Safety regulation is one of the important functions of modern government. Since the reform and opening up in 1978, in the process of promoting the construction of a regulatory state, the efforts of Chinese governments at all levels to strengthen safety regulation coexist with the safety regulation quality which is still relatively weak. How to understand the contradiction between the efforts of safety regulation and the weak safety regulation quality? This article constructs a scissors-gap model of regulate quality and risk level to describe the ongoing process of the scissors gap between the supply of safety regulation and the demand for risk governance in the process from routine regulation to campaign-style governance based on the evolution of risk and the adaptability of regulation. The framework regards risk as a dynamic evolution process of accumulation and superposition, and requires the establishment of a suitable dynamic regulatory behavior model. The traditional campaign-style regulation mode can temporarily control risks, but it cannot stably control or reduce risks to a lower level for a long time. There is a scissors gap between the dynamic evolution of risks and regulatory behavior, and various risks and hidden dangers continue to accumulate, which may eventually lead to major accidents when triggered by specific factors. Based on this analytical framework, this article conducted an in-depth case analysis of the "4.29" self-constructed building collapse accident in Changsha, Hunan Province. Using process-tracing methods, the dynamic change of the gap between regulation quality and risk level in the process from routine regulation to campaign-style regulation under the joint action of driving factors, and the process of scissors gap between safety regulation supply and risk management demand forms, have been addressed and verified.
