目标治国、绩效差距与政府行为:研究述评与理论展望

摘要:

无论是五年规划还是年度目标责任考核,政府在经济发展、环境保护和社会管理等领
域都设置许多绩效目标。这些目标框定政府的关注领域和任务范围,明确政府的努力方向和程度,
因此对政府行为和社会福祉影响深远。本文系统综述目标治国的已有研究,并构建一个整合性的理
论框架,从绩效差距角度解释目标设置对地方政府行为的影响机制和权变因素。本文认为未来研究
可以聚焦经济增长、环境保护等政策领域,系统收集政府目标和绩效数据,重点研究目标设置和绩
效差距对组织学习和创新、弄虚作假和目标偏差等政府行为的影响,为优化政府目标设置、促进政
府创新、规避策略性行为和提升政府绩效提供经验依据和政策建议。

Abstract:

Governments set various goals in five-year plans and target-based accountability systems, which frame their policy attentions and task scopes, and have profound consequences for government behaviors and social welfare. This paper reviews the literature and incorporate theories on principal-agent model, information asymmetry and incentive compatibility, performance feedback, and bureaucratic accountability to develop an integrative theoretical framework to understand the effects of goal-setting and performance gap on government behaviors. I suggest focusing on economic growth, environmental protection, and other policy domains at provincial and prefecture-level to empirically examine the impacts of goal-setting and performance gaps on organizational learning, innovation, gaming and risk-taking. The proposed research will help to optimize goal-setting and management, facilitate organizational innovation, mitigate unintended strategic reactions, and improve public service performance.
