    “Systematization” : Characteristics and Logic Transformation of Institutional Reform in the New Era

    To construct a modern national governance system is an important task of reform in the new era. The logic of institutional reform in the new era has therefore shown a shift from functional transformation to modernization of the national governance system, bearing the core characteristics of “systematization”. There are four typical approaches, consisting of function integration,function division, horizontal coordination, and vertical coordination. Organizational changes led by the CPC account for the systematic institutional reform in new era. Via self-reform, organization expansion and capacity strengthening, the CPC designs the reform plan, reorganizes the reform system and implements the reform steps. As a result, the system reform is led by the national institution building process, the government reform is propelled by the reform of the party, and the administrative system reform is boosted by government sector reform. Therefore, to a certain extent, the systematic reform in new era transcends the “triple substitution” dilemma of past reform practice.However, the institutional reform still has a long way to go before realizing a modernized government as an effective system. In the future, it is necessary to furtherly clarify two relationships, one is among
    government, market and society, and the other is between central and local government, and refine the reform procedures and measures based on the principles of modern rational government system.

    Public sector data opening has become an important development task in China, but whether it really promotes the interaction between the government and the public remains to be verified.Therefore, this paper adopts survey experimental method to explore the influence of different ways of government presenting data (with and without visualization, with and without social comparison) on public participation and government trust. The results show that the government adoptsvisualization and social comparison to display data respectively, which can promote public participation in government activities and further enhance public trust in the government, but the inclusion of social comparative data does not moderate the relationship between visualized data and public participation.Therefore, the study suggests that the government can present data by visualizing or adding social comparison respectively, to arouse public attention and interest in government data, and then strengthen public participation and trust. Overall, the article uses survey experiment research methods to analyze micro-level government-public interaction and explore the causal mechanisms between data presentation, public participation, and government trust, which not only enriches micro-levelresearch on government-public interaction but also expands the application of survey experiments in the field of behavioral public management in China.

    How does citizen access the warmth and competence of different street-level bureaucrats? Can the experiment results in European context be verified in China? Based on the design principle of “promotion and expansion” replication experiment, the investigation experiment conducted by Boer (2020) in the Netherlands was replicated in Chinese context, and 1182 participants were randomly selected. The results show that: (1) In Chinese context, citizen classifies street-level bureaucrats according to their different core tasks, but different from the original experiment, the public classifies them into two clusters instead of three; (2) Service-oriented street bureaucrats are considered to be more warmer in Chinese context, but there is no significant difference in competence.However, when the urban manager samples among street bureaucrats are deleted, the research results are reversed, which means that the selection of different street bureaucratic occupations may have a certain impact on the robustness of the results. The original experiment found that the regulation-oriented street-level bureaucrats are considered to lack warm and competence, while the othertwo types of street-level bureaucrats have no significant difference in warm and competence; (3) Citizen access of street-level bureaucrats?? characteristics is not influenced by their gender in our study,which is inconsistent with the original experimental results. The paper further discusses the indigenization of replication experiment in Chinese context from the concept, theory and tool.
    Does Vertical Environmental Supervision Improve Corporate ESG Performance?—Evidence from the Central Environmental Protection Inspection#br#

    With China??s emphasis on sustainable development, the central government has continuously introduced innovative environmental protection policies in an effort to address the currentenvironmental governance dilemma of local governments. This paper takes the central environmental protection inspection policy, which is very characteristic of China??s environmental governance,as a quasi-natural experiment. Based on the data of listed firms in the Shanghai and Shenzhen stock markets from 2012 to 2018, we analyze the impact of central environmental protection supervision on the environmental, social, a multi-period difference-in-differences model is used to analyze the impact of vertical environmental regulation on corporate environmental, social and governance (ESG) performance. It is found that the central environmental protection inspection policy significantly improves corporate ESG performance, with government environmental governance and corporate green technology innovation as potential channels, and media attention and analyst attention can increase the positive impact of the policy on corporate ESG performance. In addition, the positive effect of central environmental protection supervision on corporate ESG performance is more pronounced in firms that are prone to “government-business collusion”, have lower financing constraints,and the latter four batches of inspection. This paper not only enriches the research on the micro impact of vertical environmental regulation on enterprises, but also expands the research on the factors influencing corporate ESG performance, which is is of great significance in exploring the driving force behind the corporate ESG performance and promoting sustainable development.
    Can Smart City Reduce Urban Crime:A Quasi-Natural Experiment

    With the rapid urbanization, the increasing crime is the main challenge of urban governance. As a new governance model, smart city aims to alleviate various urban diseases. However,can constructing a smart city reduce crime? There is no evidence for this. Based on the quasi natural experiment of smart city pilot policy launched in 2012 in China, this paper collects the paneldata of 292 prefecture level cities from 2005 to 2020, uses the staggered difference-in-difference modelto evaluate the effect of smart city on crime, and makes an in-depth discussion on its mechanism.The study found that: (1) Building a smart city can significantly reduce the number of crimes; (2)Smart city mainly exerts its influence on reducing crime through three mechanisms: Increase residents?? income, improve the application of technology and optimize the allocation of resources; (3) Heterogeneity analysis shows that cities of different sizes and levels of developmenthave different effects on crime reduction through the smart cities. This paper provides important policy enlightenment for improve the urban public security.

    With the in-depth development of the new generation of information technology,algorithmic decision-making (ADM) has greatly improved the scientificity and accuracy of governmentdecision-making. At the same time, algorithmic discrimination, decision-making “black box”,lack of accountability and lack of interpretability and other dilemmas brought by ADM have led the government to face new challenges of decision-making fairness. Based on the simplification theory and the theory of computer as an actor, this study constructs 2 (task objectivity: subjective task vs objective task) × 2 (emotional similarity: high vs low) two-factor inter-test experiment from the perspective of algorithmic simplification and algorithmic anthropomorphism. Taking 1356 Shanghai residents as subjects, this study analyzes the causal relationship between task objectivity and citizens?? acceptance of ADM. We also examine the moderating role of emotional similarity and the mediating role of perceived fairness in that process. This study finds that citizens have higher perceptions of procedural fairness, distribution fairness, and acceptance of ADM when performing subjective tasks. Compared with high emotional similarity, the situation with low emotional similarity further strengthens citizens?? perceptions of procedural fairness, distribution fairness and acceptance of ADM. And when the emotional similarity is low, perceived procedural fairness and distributive fairness play moderated mediating effects between the task objectivity of ADM and ADM acceptance.This study provides insights into the contextual variation of simplification properties and anthropomorphic boundaries of ADM, and puts forward suggestions on how to introduce algorithms to assist decision-making and improve algorithm design in public sector.

    Welfare attitudes are the “barometer” of social policy. Since the end of the 1990s, a wave of social policy reform has been sweeping the world. In this context, this paper focuses on how welfare regimes influence welfare attitudes. Based on the Integrated Values Surveys from 2005 2009 and 2017 2020, this paper aims to uncover the effect and transmission of typical welfare regimes by constructing a multilevel generalized structural equation model. The findings are as follows:First, with a series of controlled macro and micro factors, different welfare regimes lead to the differences in people??s welfare attitudes. Second, gender equality plays a suppressing or even replacing role in the influence of welfare regimes on welfare attitudes. Third, the reinforcement effect of welfare regimes is heterogeneous among different classes of humans, and is more obvious in countries or regions with a small gap between rich and poor. Fourth, the welfare attitudes of the Chinese are similar to those of people in the countries and regions of East Asian welfare regime.
    High Quality Development and Local Government Behavior Incentive Change: A “Residual Rights Control” Perspective

    The rapid economic growth in the past forty years of reform and opening up has attracted academic attention to the proactive entrepreneurial behavior of local governments. However,in recent years, the economic growth rate has slowed down, and local entrepreneurial enthusiasm has weakened. Under China??s unique institutional incentives, the behavior of local governments presents a phased “back-and-forth” phenomenon of proactivity and passivity. This requires not only an explanation of the previous rapid growth and proactive behavior but also an explanation of the recent slowdown in growth and passive avoidance of responsibility, and a return to the normative behavior of high-quality development. Research on local behavioral incentives is mostly synchronic,which helps to grasp the key mechanisms and logic but should consider its historical continuity. This paper takes the evolution logic of residual power control as a clue, sorts out the central control of local residual power in different stages, and reveals the implicit temporality between the transformation of local government behavior incentives and high-quality development. It constructs an innovative incentive mechanism for high-quality development, namely, the relaxation of residual power control under accountability adjustment. It is proposed that in the new era, effective incentives for local behavior need to coordinate the relationship between “relaxing control” and “tightening control”,realize the “institutionalization of residual power control” and “rebalancing of autonomy” to promote high-quality development. Although the perspective of residual power control is not sufficient to cover all the complex situations of local government behavior since the founding of New China,it helps to connect and answer the logical consistency between central residual power incentives and local behavior changes in the reform process. This paper provides an analytical framework that comprehensively reflects the transformation of local government behavior incentives to adapt to the needs of high-quality development, providing insights and exploratory evidence for understanding the direction of central-local interaction reform.
    An Analysis of the Validity of Defective Policy Commitments

     Bringing policy commitments into the rule of law is a necessary path to optimizing the business environment, and it is of great significance to analyze the effectiveness of defective policy commitments. A defective policy commitment is one that is unreasonable or imperfect in terms of content or form, thereby calling into question its legal validity. In the face of the “practice” of unlawful policy promises, the judiciary has shifted from deliberate avoidance to recognizing the violation of the law and requiring the government to take ex post facto remedial measures, so that it is appropriate to shift to the application of the “doctrine of diminution of punishment” in the event that the government subsequently penalizes the counterparty who has relied on the unlawful policy promises of the government. In the current jurisprudence, legal norms that regulate the internal relations
    of the government, such as approvals, do not automatically generate policy commitments, whereas meeting minutes, which are in line with the “theory of governmental responsibility” and the “theory of the clarity of rights and obligations”, can automatically generate policy commitments and produce effects between administrative subjects and administrative counterparts. In order to resolve the differences in the understanding of the content of the initial policy commitment and the subsequent changes in the commitment, and to avoid the government??s “arbitrary interpretation” on the grounds of administrative superiority, there is a need to shift from a “public interest-oriented” to an “administrative counterparty interest-oriented” interpretation of the defective policy commitment. There are two views on the validity of oral policy commitments, namely, “denial” and “proof”, while “denial”has become the mainstream view that the written form is a statutory requirement and an inevitable trend in the shift towards the rule of law for policy commitments.

    Public service value co-creation has become a fledgling research field. The paper begins by presenting an overview of public service value co-creation research in terms of publication trends, key journals, co-citation analysis of the literature, and theoretical basis and research methods.Secondly, the research themes of public service value co-creation are systematically discussed:concepts and contexts, drivers, barriers, and benefits. Again, the progress of domestic and international research is compared and analyzed, and the content framework of public service value co-creation is extracted. Finally, the authors want to encourage more studies on public service value co-creation in China.
