    Course, Logic and Efficiency: An Analysis of Institutional Changes in China's Fiscal Decentralization

    Among the many explanations for China's rapid economic growth, fiscal decentralization, a institutional factor, has received long-term attention from academia since the late 1980s. How to objectively understand the institutional changes of fiscal decentralization in China? It is undoubtedly of great significance to sort out the issues of "what" and "how" about this system. This paper draws on the research paradigm of Historical Institutionalism and based on China's fiscal system itself to explore the institutional changes of fiscal decentralization in China. The findings are as follows, China's fiscal decentralization can be divided into four stages: the decentralization reform stage (1949-1978), the decentralization and concession reform stage (1979-1993), the tax distribution reform stage (1994-2012), and the modern fiscal and tax system reform stage (2013-present); China's fiscal decentralization has the legitimacy of institutional generation, and also exhibits the integrity of path dependence, the stability of fractured equilibrium, and the inclusiveness of gradual transformation; the localization of interests promoted by China's fiscal decentralization has shown significant positive incentives in supporting national governance, achieving common prosperity, improving social security, and coping with public crises. At the same time, we should also see the moral hazard problems induced by the localization of interests, especially the frequent occurrence of resource mismatch and waste caused by information asymmetry and insufficient capacity, as well as the negative impact of improper fiscal competition that has made intergovernmental collaboration and regulation more difficult. This paper provides an analytical framework for institutional change from the perspective of change process, change logic to institutional effectiveness, which provides ideas and enlightenment for interpreting the evolution of central and local fiscal relations and rationalizing China's fiscal system in the new era.

    Drawing from the organizational theory,this study builds an analytical frame work for the data-sharing dilemma and conducts an analysis of the Big Data Bureau of J.City and Big Data Center of W.city.This study finds that the fragmentation of data-providing departments and the divergence of the data standard,data security,and risk avoidance,and other sharing dilemmas have different impacts on the two agencies of data governance.This is because the transaction costs between the two organizational structures varies in various institutional contexts such as the cost of data sharing,the capacity of accountability,agency benefits,and internal incentives are different for the two agencies of data governance.Dynamic changes in transaction costs lead to different results of data sharing.As a result,the policy suggestions are put forward from the perspective of organization structure and institution to enhance data sharing across government agencies.

    Since the beginning of the 21st Century,the theory and practice of new public governance has become increasingly popular. It emphasizes a pluralistic model of public management, focusing not only onresults, but also on processes,especially collaboration and value creation in public service delivery.It believes that the end results of public service delivery and the sustainability of those results do not depend entirely on the products or services provided,but more on the public’s value judgment of them.In public service provision,it is the users who determine and recognize the value and necessity of the service,including their trust in,and satisfaction with,the service.Therefore,public service provision should be a process of value co-creation by service providers and service users.This paper explores the emergence and development of valueco-creation theory,its basic arguments,and what we can draw from it.HongKong’s practice of corruption prevention is used as an example to illustrate the feasibility and necessity of valueco-creation.

    Corruption is an important issue in modern government governance. Since the 18th National Congress of the Communist Party of China (CPC), China has made initial progress in its anti-corruption work by " cracking down on both tigers and flies ". However, the existing domestic literature on anti-corruption cases and experience review mostly studies the causes, mechanisms and paths of corruption from non-configuration cultural, economic and political perspectives, and lacks the interpretation of corruption paths based on different kinds of complex causality. As a result, based on the multi-set configuration of QCA qualitative comparative analysis and the analysis advantage in the medium number of cases, through the fuzzy set qualitative comparative analysis of classic cases (fsQCA), solve the theoretical "portrait" of "what kind of officials will be corruption", and show the new configuration mechanism path for the early warning of corruption.

    Selection and Configuration of Policy Instruments for Business Environment Optimization: Content Analysis Based on Central-level Policy Texts

    China’s optimization of the business environment encourages local government to explore while reflecting distinctive dominant characteristics  of central government. Using content analysis, this paper analyzes 170 central-level policies on business environment optimization from 2008 to 2020 based on the perspective of policy instruments, mines 1650 policy analysis units and 16 case nodes, and places them in a two-dimensional analysis framework of “policy instrument dimension-applying area dimension”. This two-dimensional analysis framework reveals the overall picture, core connotation, and behavioral path of business environment optimization in China. It is found that the policymakers of business environment optimization are widely but loosely connected, and there are more environment-based policy tools. The policy instruments are distributed more in the areas of government services and market environment in the process of business environment optimization. According to the different degrees of government-driven, environment-shaped, and demandresponded, the selection and configuration of policy tools present three types in business environment optimization. In the future, policy formulation should further strengthen top-level design, improve communication and coordination mechanisms between departments; enrich the variety of policy tools, increase the use of information technology, enhance the selectivity and combinability of policy tools; promote the balanced allocation of policy tools in the optimization of the business environment, improve the level of adaptation between policy tools and policy objectives, accumulate experience through practical interaction between the central and local authorities, and ultimately to achieve a comprehensive optimization of the business environment.

    Data-driven network analysis methods provide new perspectives for the understanding of emission reduction synergy. This paper sorts out the historical logic, spatial characteristics and driving factors of China-style modernization regional emission reduction policy synergy from both historical and practical perspectives, in order to provide reference for policy formulation. Different from the existing investigation of the synergy between government departments, this paper constructs an inter-provincial policy network measurement model based on natural language processing, based on big data text analysis to measure the coordination degree of 4988 inter-provincial and regional policies and 275 central policy concerns, introduces social network analysis technology to construct an inter-provincial policy coordination network, and studies the impact of central policy focus on local emission reduction policy coordination. Based on the BERTopic model, it is found that the regional coordinated emission reduction policy has gone through three stages: radiation in key demonstration areas, regional coordinated strategic guidance and national systematic classification policy, and three mechanisms have been formed: differentiated target response, expanded synergy scope and concrete policy content. Applied social network analysis shows that there are 457 emission reduction synergies coexisting among 31 provinces, and the network shows a tight imbalance between the central and eastern parts and the loose imbalance in the western and northern parts of the south. Among them, Beijing, Shanghai and Jiangsu are the core actors, Jilin, Ningxia and Heilongjiang are the marginal actors, and Hubei and Hunan play the role of "bridges"; Finally, based on the secondary assignment procedure of multiple regression, it is found that the higher the attention of the central government, the closer the geographical location, and the greater the gap in economic development level, the more conducive to regional emission reduction coordination. The central government should balance policy concerns, adhere to quantitative targets and structural optimization, and implement policies according to role positioning.

    As an action principle or action logic of applying through all fields of fiscal affairs and measuring whether financial activities are in line with the ultimate goal of fiscal practice, the basic logic of finance, on one hand reflect and express financial essence, on the other hand extend and present the idealistic logic of public power in financial field. According to the financial essence theory(we can also call it public power security theory), which based on the need spillover theory, the basic logic of finance is a kind of action logic about how to ensure the public power achieve its idealistic goals through exploring and allocating financial resources. As well, the basic logic of modern finance is the extension and presentation of the power logic of popular sovereignty in financial field, also the extension and presentation of publicness logic of altruism by justice in financial field. That is, explore and allocate financial resources by the rule of need justice to ensure public power to achieve its final goals of solving the need spillover affairs by the rule of need justice. In this sense, finance take the basic logic of public administration (public power logic) as its own basic logic, thus it is a public administration field which use the principle of public administration(altruism by justice) to govern the skills of finance management(including explore and allocate).

    The wave of conjoint experiment research has been rising in top-tier international public administration journals, tapping the great application potential of conjoint experiments. However, domestic public administration scholars pay little attention to the conjoint experimental method. The lack of application of the conjoint experiment restricts its promotion and dampens disciplinary communication and cooperation internationally. This study conducts a descriptive literature review of 62 conjoint experimental studies published in the mainstream public administration journals, revealing their publication trends, topics of interest, content characteristics, authors' region affiliation, and technical details. Subsequently, this study introduces the rationale and characteristics of conjoint experiment, as well as its application conditions related to the type of dependent variable and the numbers and levels of independent variable. Next, this study demonstrates the execution of conjoint experiments in R language through two examples. In the end, this study offers insights into the application prospect of conjoint experiments in public administration.

    As China enters a new era of high-quality development, the mode of regional development is transforming from traditional administrative division to regional integration strategy. Meanwhile, the construction of cross-regional public service collaborative policies is essential. Although the local government is mainly responsible for the supply of localized public services, the cross-regional public service collaborative policy has the attribute of horizontal intergovernmental cooperation, and the horizontal intergovernmental structure has an important impact on the cross-regional public service collaborative policy behavior. This paper focuses on the influence of special dual-weakened intergovernmental structure (abbreviated as “DWIS”), which referred to a situation of both in weak financial resources and weak policy capacity for nearby two local governments. From the perspective of resource-capability theory, an adaptive bonding analysis framework is constructed based on the three dimensions of goal constraint, motivation induction and discourse construction. Combined with the case study of cross-domain bus between Y city and its adjacent Z new district in the Yangtze River Delta region, an adaptive bonding analysis is carried out on the formation mechanism of the collaborative policy dilemma influenced by the DWIS factors. The result reveals that the DWIS factor has a distorting effect of adaptive bonding mechanisms on the cross-regional public service collaborative policy decision and implementation process. Specifically, the shortage of financial resources weakened the motivation of local government’s participation in collaborative policy, and the lack of policy capabilities reduced the ability for conflict management in the policy process, which resulting in barriers in target integration, motivation induction as well as incompatibility of multi-dimensional discourse systems. Therefore, in order to speed up the process of regional integration, it is necessary to attach importance to the DWIS factor existing in adjacent governments’ cooperation in low development gradient areas, and take multiple measures to solve the dilemma of the government’s participation in cross-regional public service collaborative policy and even in process of regional integration development.

    Exploring the mechanism of motivational preference affecting the performance of civil servants is of great significance to improve the incentive system of civil servants’ performance.From the perspective of self-determination theory and job demand-resource model,the matched sample was used to collect research data from 341 subordinates and 58 direct leaders,and the structural data and regression analysis were performed on the obtained matching data.The results show that the incentive preferences of service personnel have a significant positive impact on their job performance,in which the influence of intrinsic motivational preference is higher than the extrinsic motivational preference.Job satisfaction plays a mediating role between intrinsic motivational preferences and extrinsic motivational preference and job performance.Civil servants’ perceptions of red tape negatively moderate the relationship between intrinsic motivational preferences,extrinsic motivational preference and job satisfaction and motivational preferences and job performance.Based on the conclusions of the study,this study proposes some countermeasures and suggestions to improve civil servants’ performance.

    The development of digital society makes machine learning more and more remarkable in social science research, but machine learning applications in public administration literature is still limited. This article firstly introduces the basic theories of machine learning, and then analyses the applications of machine learning in recently public administration leading journals, and finally summarizes challenges of using this method in public administration research. This article contends that machine learning can help both data collection and data analysis.In data collection, machine learning methods help to turn the non-numeric data into numeric data, as well as data clustering. In data analysis of relativity, machine learning is used to mitigate the dimensional disaster.In causal inference research, this method can analyse the heterogeneous causality, as well as average treatment effect with other causal inference methods such as IV, PSM, RDD, DID and SCM. However, machine learning is challenged in practicability, usability, explanatory and repeatability, which also draws risks from the perspective of public value. Even though, considering its great potential contribution,this article believes that using machine learning in public administration research will be a new trend.

    The influencing Factors and Logic of Inter-governmental Collaboration:An Analysis Based on Organizational Perspective

     In the operation of Chinese government organizations, there are a large number of inter-departmental collaborations, that is, the competent departments and cooperating departments work together to complete the tasks around a certain governance task. This paper analyzes the causes of the differences in the forms of interdepartmental collaboration, and points out the active role of the task coordinator in interdepartmental collaboration. Interdepartmental collaboration has the organizational function of breaking the fixed division of labor, condensing governance resources and releasing capacity signals. At the same time, different task attributes and their control elements shape different forms of collaboration, so the form of collaboration between departments often varies with the change of task attributes and control elements. In practice, the competent departments often actively compete for the attention of superiors through various means such as packaging collaborative tasks and central tasks, and creating public opinion atmosphere, and strengthen the overall planning of the coordinating departments with the attention of superiors. The investigation of the role differences and organizational mechanisms of different departments in the process of collaboration helps to enhance the understanding of the internal operation and logic of Chinese government organizations, and to think from multiple perspectives on how hierarchical organizations complete their tasks.

    The construction of autonomous knowledge system of philosophy and social sciences with Chinese characteristics is the current theoretical research hotspot and discipline development focus. The discipline of emergency management has typical interdisciplinary characteristics. What logic should be used to construct the interdisciplinary autonomous knowledge system of emergency management with Chinese characteristics? What are the key elements and challenges of the build process? Based on the analysis of the current situation of the theoretical research and practical application of the interdisciplinary knowledge system of emergency management, this paper puts forward the construction logic of the interdisciplinary knowledge system of emergency management of "scenario response-knowledge integration", and holds that the construction process includes three key points: scenario orientation guides the direction of knowledge sources; Knowledge integration is the essential basis of knowledge structure; Fusion communication is the realistic demand of knowledge communication. Based on the exploration of the interdisciplinary textbook curriculum and teaching software development of emergency management by the team of Beihang University, this paper analyzes the challenges in the construction of the interdisciplinary knowledge system, such as disciplinary differences, knowledge background conflicts, lack of team cooperation mechanism, and lack of talent cultivation ability.     This paper aims to explain how adjacent areas which around existing urban agglomeration integrate into established regional intergovernmental cooperation system. By introducing theories of institutional diffusion, this paper reveals and discusses the process and mechanism of institutional diffusion in the Yangtze River delta economic zone which expands from 16 cities to 26 cities in the past 11 years. Based on interlocal agreements, this paper constructs cooperation networks to reveal the process from preinstitutionalization, theorization, to widely diffusion, as well as the network structures and features in each stage. What’s more, this paper explains the main mechanism of institutional diffusion for the integration of adjacent areas into regional intergovernmental cooperation is the top-down institutional pressure, while There are also multiple institutional tensions that city governments are able to effectively resolve through three strategies: balancing, selecting, and dissolving when integrating into the regional intergovernmental cooperation system. By introducing institutional diffusion into regional intergovernmental cooperation, this paper also reveals multiple institutional tensions in the diffusion of regional cooperation, as well as the problem of formalization in the institutional diffusion.

    In order to explore the way of construction of integrated health care system, Medical Alliancesin County is one of the most important practice model in China.Global budget payment has became the core policy tool to establish the incentive-constraint mechanism to integrate the interest of stake holders.This paper discussed how to use the policy tool of global budget payment to establish an ideal incentive-constraint mechanism of medical alliances in county.Through the analysis of reform case,this paper found some problem :the stakeholders,who had strong information advantage and control,played a limited role in policy making and other parts of policy process;incentive effect should be improved,which is based on insurance balance,the medical and health service price of insurance,remuneration.It is suggested to further improve the benign consultation and communication mechanism with multiple stakeholders,and strengthen the participation of stakeholders with strong information advantages and control,such as medical staff of other member units other than the lead hospital.Deepening the“Tripartite Medical System”reform ,we will establish a pricing mechanism for medical insurance with consultation and market access,and strengthen the incentive role of medical and health service income.Based on the open and equal negotiation and consultation mechanism,a more scientific global budget and risk sharing mechanism should be established to provide benign incentives.And establish the information disclosure system and gate keeper system.

    Building a large contingent of high-quality cadres is an important guarantee for adhering to and developing socialism with Chinese characteristics in the new era. Using the key event method,this study selects 171 grassroots civil servants in the Ninth National “civil servants with people’s satisfaction” as the industry benchmark, and theoretically constructs the specific content structure of “grassroots civil servants with people’s satisfaction” in the new era based on the grounded theory to answer the typical characteristics and core performance of “grassroots civil servants with people’s satisfaction” in the Chinese scene “What is it?” the results show that “grassroots civil servants satisfied by the people” in the Chinese scenario. The content structure mainly includes four dimensions: political quality, comprehensive ability, values and service motivation, with a total of 19 characteristic elements. Among them, political quality and comprehensive ability are the surface feature, values quality is the middle feature, and service motivation is the deep-seated feature and internal driving factor. These four dimensions not only reflect the actual behavior of China’s grassroots civil servants under the background of comprehensively deepening the reform, but also based on Chinese traditional culture, bureaucratic structure and the new era governance situation, It has realized the localization exploration of civil servants competency, which has important management enlightenment and practical significance for the accurate selection and training of grassroots civil servants in the new era.

Using mythical, structural and value perspectives and taking as examples China’s 2008, 2013 and 2018 central government reforms, which are launched under the name of service-oriented government (SOG), this article attempts to explore the similarities and differences between the post-NPM and China’s SOG reforms, so as to promote the construction of an autonomous knowledge system of government reform with Chinese characteristics. The analysis shows that as a reform myth, SOG is a new concept beyond NPM, corresponding to the coming post-industrial society and cooperative governance. At the structural level, SOG reforms actively promote the super-ministry system, which is a post-NPM structural element, but also adhere to the reform content with Chinese characteristics, such as the Party’s leadership and leading groups. Seen from the value perspective, SOG reforms take serving the people as its value orientation, well beyond serving customs in NPM. Also, SOG reforms lead to the cooperative ethics for all human beings, which is also different from the creation of public value in post-NPM. Generally speaking, under the Party’s leadership, SOG reforms follow a Chinese way beyond NPM, and people's needs and demands are the internal driving force for SOG reforms.

    With the continuous development of government digital transformation, government microblog has become an important tool for local governments to open government affairs and strengthen the interaction between government and people. Although the number of government microblog shows an explosive growth trend, there are problems such as uneven effect levels and large development gap in various cities. In terms of the influencing factors of government microblog performance, the existing research ignores the influence of the key factor of government attention distribution. Based on the perspective of government attention and resource-based theory, gathered the country's 229 cities as government weibo data and policies, the conference issued, using OLS and subsample OLS analysis of the government attention, government resources and government capacity to the performance of 
    government microblog input and output. The results show that the allocation of government attention, the level of financial health and the capacity to absorb resources have a significant positive impact on the input and output performance of local government weibo. In cities with weak digital capability, the performance of government weibo depends more on the financial resources richness and financial health level.

    Replication is viewed sitting at the heart of any scientific progress. Walker James, and Brewer(2017) argued that replication studies with variation could help refine theory and strengthen external validity. Even though the importance of replication studies is obvious, experimental replications remain undeveloped in the discipline of public administration and management. This study is geared towards the reappraisal of existing experimental replication studies in the discipline of public administration. We reviewed and discussed 17 experimental replications, guided by the theoretical framework initiated by Walker et al. (2018). We discovered that the most prominent issue is establishing validity. Additionally, we observed that certain replication methods and fundamental experimental requirements were, to some extent, overlooked. We also noticed a scarcity of replications conducted within the Chinese context. We advocate for an increase in experimental replications that test theories developed in Western societies within the Chinese context. Comparative replications not only enhance the quality of Public Administration scholarship but also aid in the development of mid-range theories and robust lessons for experimental practice.

    "Integrated Governance of the Three Realms" namely the integration of autonomy, rule of law, and rule of virtue is an important direction for China's grassroots governance system. Today, China must strengthen its grassroots society by promoting continuous innovation in grassroots governance and enhancing its capabilities. On one hand, "Integrated Governance of the Three Realms" contributes to achieving the goals of a diverse, vibrant, and stable grassroots society and to effectively addressing the six fundamental contradictions in grassroots social governance. On the other hand, the it provides an effective framework for grassroots social governance, and also points to ten major agendas for reconstructing grassroots society in the future. This article, drawing inspiration from Tongxiang's experience, centers on the feasibility of reconstructing China’s contemporary grassroots society in China, examining why it is feasible and discussing the potential pathways and its future agenda.

    Analyzing China's historical reforms has had a great impact on the comprehensive deepening of reforms. This article constructs a comprehensive analysis framework based on the subject theory, geography theory, change theory and system theory, and reinterprets the influencing factors of the 14 reforms in history. The results of fsQCA show that a single condition fails to fully explain the success or failure of the reform. It is a combined function of the six conditions: “initial conditions”, “external environment”, “reform subjects”, “reform measures”, “institutional innovation” and “process requirements”. There are 5 configurations for successful reforms, which can be refined into an efficient execution mode and a centralized breakthrough mode, indicating that higher process requirements and strong main power are the core conditions. There are three configurations of failed reforms, which are simplified into a weak execution mode and a weak reform mode according to the strength of the "process requirements". The common point is that the reform subject is weak and the execution power is weak. Based on this, five theoretical propositions are derived: the interaction and coupling of multiple factors leads to successful reforms; reforms with strong subjects are easy to succeed; reform measures, process requirements and innovation strengths complement each other; reforms present historical cycles, and reforms in the early dynasty are easy to succeed; the lack of core conditions caused the reform to fail. Research has revealed that successful reforms must break through historical constraints with institutional innovation, follow a reasonable path, and avoid risks in a timely manner. This research attempts to bring history back to the perspective of public management, and to study the reform stories in our country's history, in order to construct a Chinese-style governance knowledge system.

    The policy implementation plan of the local government is an important part of public affairs governance. This study starts with self-organized movements, focuses on the research on the synergetic mechanism within the policy implementation plan, selects the field of Blue Sky Protection Campaign as an example, takes 101 local governments’policy texts of Blue Sky Protection Campaign as data sources, and uses text data mining and correlation analysis methods to analyze the order parameters of departments and actions in the local government air pollution control, combined with social network analysis methods to reveal the problems existing in the synergetic mechanism, and put forward optimization suggestions from the perspective of departmental responsibilities. The results show that the self-organized movement of departments and actions within the local government can form order parameters, and the order parameters guide departments and actions to form the synergetic mechanism. The synergetic mechanism has problems due to the excessive or insufficient co-occurrence of departments and action relationships. The scientific and reasonable responsibilities of departments can give full play to the role of the synergetic mechanism and improve the governance effect in a short term and at low cost.

    Along with the collapse of work unit system, the living space, social organization and urban management in China have gone through tremendous changes.  How to explain the connection between resident self-organization and government embeddedness in communities became the key to understand the state-society relation in current China.  Based on participant observation and in-depth interview, this article supplied an extended case study on a six-year long community conflict incident.  From the theoretical perspective of social capital construction, this article analyzed the formation process, expansion mechanisms and institutional limits for community grassroots self-organization. The findings are: the intangible capitals of the state, such as rule of law, facilitated the human capital’s conversion to community social capital, which became the foundation of grassroots self-organization.  The interlocking network based on we-chat groups, the online-offline interaction and the rules of democratic negotiation buttressed the structuration of grassroots self-organization based on bonding and bridging social capital, which thus overcome the vulnerability of self-organization. However, the interactions with residents’ committee and home-owners’ association did not gain the grassroots self-organization power and resources through building linking social capital with the state. This indicates the institutional limits to the sustainable development of grassroots self-organization in current governance structure of communities.

    The decision-making behavior of local governments is not isolated. Their policy responses are influenced by the actions of surrounding cities, creating complex patterns of policy diffusion across multiple levels of government. The “spatial turn” in policy diffusion research has yielded a valuable spatial perspective on intergovernmental interaction, offering a clearer understanding of local government decision-making processes. This article focuses on ride-hailing regulatory policies in 277 Chinese prefecture-level cities, using spatial econometric models that consider geographic, economic, and administrative distances. The study empirically analyzes the intergovernmental interactive decision-making and spatial diffusion patterns during policy adoption of local government. It is found that a significant positive spatial dependence exits in China’s ride-hailing regulatory policies. Horizontal diffusion reveals that local governments tend to follow cities with similar economic levels and adopt alternative policy content in alignment with cities at the same administrative level. Such decision-making interaction among peer governments amplifies the diffusion effect of top-down coercive mechanisms, while vertical diffusion from different sources exhibits overlapping influences. This article re-examines traditional policy diffusion theories and assumptions from a spatial perspective, contributing to a deeper understanding of local government agenda setting and policy adoption processes.

    How Working Experiences in State-owned Enterprises Influence Behavior of Bureaucrats: Empirical Evidence from Prefecture-level Officials in China

    The early working experience of local officials will influence their subsequent administrative behaviour. Based on the relevant data of principal officials of prefecture-level cities in China from 2000 to 2015, this study investigates the impact of previous working experiences on Officials’ behaviours after taking office. This article shows that compared to municipal party secretaries without working experiences in state-owned enterprises, in secretaries’ jurisdictions who once worked in state-owned enterprises, counties are lesslikely to have female party secretaries or mayors. Further analysis shows that this effect is more significant among party secretaries with working experience in local state-owned enterprises, while the working experience in central state-owned enterprises has no significant negative effect. Besides, since 2011, the central government' s regulation on the proportion of women in local government leadership has reduced this negative effect. A possible explanation is that working experience in state-owned enterprises might make officials more focused on numerical type, extensive growth of the local economy, while women officials tend to pay more attention to some other soft development indicators. This study provides new insights for understanding the behaviour patterns of political elites and the gender composition of grassroots bureaucrats in China.

    The prevailing modern publice thics adopts a lateral perspective based on the interpersonal mutual constraint.It aims at timeless principles,but virtually focuses on the temporal lateral relationship.This perspective fails to capture the diachronic lasting nature of political community,and prevents us from formulating a reasonable conception of social justice due to its presumptions about the agents as adults and normal persons,and its even-Steven moral attitude in the distribution of resources.A vertical dimension of time ought to be introduced which accounts for the socio-economic achievements in terms of social accumulation and develops an ethical justification for the fairdistribution of resources based on some kind of social asset irreducible to individual performances.But this vertical dimension of time neither implies an interpretation of public ethics in the light of inter-generational relationships,nor an attempt to resolve the conceptually questionable problem of inter-generational justice.Its essence lies in a trans-temporal or atemporal perspective in public ethics which is contrary to the timeless lateral thinking.

    How can social organizations build a community of local governance? Mining a typical case, a three-phase path can be concluded, in which social organizations build a community of local governance from bottom to top. The first phase: Interest coupling. Re-organize scattered actors, and an interest community of local governance is integrated. The second phase: Common action. Break through the collective action dilemma, and an action community of local governance is constructed. The third phase: Sentimental resonance. Recover the declined community publicity, and a sentiment community is made. By comparison, this path differs from the "top-down" local governance community building path led by party and government forces in terms of organizational structure, linkage mechanism, operational mechanism, governance effectiveness, due to the different core resources possessed by key actors.

    Does Vertical Environmental Supervision Improve Corporate ESG Performance?—Evidence from the Central Environmental Protection Inspection#br#

    With China??s emphasis on sustainable development, the central government has continuously introduced innovative environmental protection policies in an effort to address the currentenvironmental governance dilemma of local governments. This paper takes the central environmental protection inspection policy, which is very characteristic of China??s environmental governance,as a quasi-natural experiment. Based on the data of listed firms in the Shanghai and Shenzhen stock markets from 2012 to 2018, we analyze the impact of central environmental protection supervision on the environmental, social, a multi-period difference-in-differences model is used to analyze the impact of vertical environmental regulation on corporate environmental, social and governance (ESG) performance. It is found that the central environmental protection inspection policy significantly improves corporate ESG performance, with government environmental governance and corporate green technology innovation as potential channels, and media attention and analyst attention can increase the positive impact of the policy on corporate ESG performance. In addition, the positive effect of central environmental protection supervision on corporate ESG performance is more pronounced in firms that are prone to “government-business collusion”, have lower financing constraints,and the latter four batches of inspection. This paper not only enriches the research on the micro impact of vertical environmental regulation on enterprises, but also expands the research on the factors influencing corporate ESG performance, which is is of great significance in exploring the driving force behind the corporate ESG performance and promoting sustainable development.
